Once upon a time, the bureaucracy was considered the backbone of governance and the steel-frame on which the whole system of administration depended. It worked efficiently, effectively and impartially. Not anymore, it seems. Our secretary establishment, while recording his statement before the Supreme Court, said that he made the appointment of Adnan Khwaja to the OGDCL on verbal orders from the prime minister. He went on to say that had he "known" Khwaja was ineligible for the post, he would have made "verifications". Very naïve of the super bureaucrat. This one example says much about the integrity and professionalism of our top bureaucracy. Tahir Kahlon Islamabad
