Govt to grant ad hoc relief to staff of autonomous, semi-autonomous bodies

Relief will not be applicable to autonomous, semi-autonomous institutions of public sector which have different pay scales

ISLAMABAD: The federal government has announced to grant an ad hoc relief allowance 2024 for the executive and supervisory staff of autonomous and semi-autonomous bodies and corporations, mirroring the benefits given to civil servants.

This decision, however, will apply to only those employees of the aforementioned bodies that have fully adopted the federal government's pay scales' scheme, The News reported on Thursday.

It may be recalled that 25% of the basic salary was given to civil servants from grade 1 to 16 and 20% to civil servants from grade 17 to 22, which was applied from July 1, 2024

This same rate will be extended to employees of autonomous and semi-autonomous bodies and corporation, according to an office memorandum, issued by the Finance Division, which has been sent to all ministries, divisions and departments.

In the office memorandum, it was clarified that the relief will not be applicable to autonomous and semi-autonomous institutions and corporations of the public sector which have different pay scales. 

The employees of these institutions can get the ad hoc relief if the board of directors or governors of those bodies recommend giving the allowance and the standing committee for finance should approve it.

It is also important that the financial health of that body should be good. It is also directed that no division should permit issuance of any order resulting in any change in the conditions of service of the government servants without prior consultation of the Finance Division. 

All the ministries and divisions are directed to oblige all the administrative ministries/ divisions of the semi-autonomous, autonomous bodies/corporations under their administration, and any change in allowances should be as per office memorandum of June 2, 1999, issued by the Finance Division.

All ministries/ divisions have been directed to furnish the list of autonomous/semi-autonomous bodies and corporations etc., under their administrative control. 

Along with this, details of their pay structure should be given and whether they have sought the approval of the Finance Division. 

For grant of ad hoc and other allowances, the requisite information of employees pay scales should be furnished in the given format. If approval is not sought, the case would be processed and referred to the Standing Committee of Finance Division for consideration and final approval by the secretary Finance Division.
