ISLAMABAD: The Election Commission of Pakistan (ECP) received another major setback when a credible and respected institution like the Higher Education Commission declared 90 percent of its decisions as “incorrect”.

In a letter to the ECP, the HEC has declared in categorical words that there were “discrepancies” in the ECP press release admitting that it had cleared cases of 27 fake degree-holder parliamentarians. Four of these 27 were not present in the HEC’s list of fake degree-holders whereas according to this letter, only in three cases out of the remaining 23, the concerned universities confirmed to the HEC that degrees were found genuine after a later investigation. So 20 out of 23 MPs cleared by the ECP were given a clean chit wrongly despite the fact that their degrees were found fake and bogus by the HEC as well as the concerned universities.

The HEC, in its letter, a copy of which is available with The News, discussed all the 27 cases separately and declared the ECP decision in 90 percent of cases as “incorrect” and acknowledged that only in three cases, the decision was reversed and out of the HEC’s list of 56 fake degree-holders (among 900 MPs whose degrees were verified as still more than 200 MPs are not ready to get their degrees verified), 54 are still on this list. According to the ECP sources, members of the commission are in a state of anxiety and depression after seeing the HEC letter giving factual details of all the cases.

The HEC letter contains four columns; the first column bears serial number 1 to 27, while the second column bears names of MPs, the third column contains statement/position taken by the ECP while illegally clearing these MPs and the last column contains the actual position as per the HEC record as verified by the concerned universities.

As The News has already published the position of ECP on closing of cases of these 27 fake degree-holder MPs, following is the HEC version regarding the genuineness of these MPs’ degrees (four not included in the HEC fake degree-holders’ list are excluded)

1- Shafiq Ahmad Gujjar, PP-58: “Correct”. The HEC acknowledged that his degree was genuine as per concerned university’s later probe. Initially, the Al-Khair University cancelled the BBA transcript of Mr. Shafiq Ahmad Gujjar on the basis of fake Matric & Intermediate certificates. Later, vide letter no. AU-2 (66-B)GA/2010-102240 dated 29-09-2010, the University restored the BBA transcript of honourable MPA on verification from the concerned college.

2- Ghulam Sarwar Sial, PS-35: “Correct”. Initially, the university declared the BA (Pass) provisional certificate of Mr. Ghulam Sarwar Sial as BOGUS. Thereafter, on further verification the university declared his BA (Pass) as GENUINE. 3- Lt. Col (R) Shujaat Ahmad, PP-136: “Correct”

4- Mukesh Kumar, PS-Reserve: “Incorrect”. The controller of examinations, Board of Intermediate and Secondary Education, Hyderabad, informed the controller of examination, University of Sindh, Jamshoro, that Matric and Intermediate certificates are of Mukesh Kumar, S/o Bhagwan Das Bansari, and not of Mr. Mukesh Khumar, s/o Bhagwan Das Chawla. Date of birth of Mukesh Kumar Bansari (22-02-1980) also differs from date of birth of Mr. Mukesh Kumar Chawla is 27.2.1974. Mr. Chawla belongs to Jacobabad and Mr. Bansari to Sujawal district, Thatta. Correction certificate provided by Mr. Mukesh Chawla to the University of Sindh was found by the BISE, Hyderabad as bogus and not issued by the board; copies of letters received from the controller of examinations, University of Sindh and the controller of examinations, Board of Intermediate and Secondary Education, Hyderabad, and letter sent to the ECP are attached for ready reference.

5- Bashir Ahmad Khan Laghari, PS-56: “Incorrect”. As per our record, the University of Sindh informed the HEC that Intermediate certificate provided by Mr Bashir Ahmed Khan Laghari is declared bogus by the Board of Intermediate and Secondary Education, Hyderabad (copy of certificate attached), as such the HEC declared his BA degree invalid.

6- Samina Khawar Hayat, PP-Reserve: “Incorrect” (HEC has declared her degree fake while the present ECP accepted witnesses of two concerned university employees that her degree is valid); The HEC in its letter wrote: As per our record, the Vice Chancellor, Riphah International University, Islamabad, informed the HEC that Ms. Samina Khawar Hayat was never issued a degree by the Riphah International University, Islamabad and the degree provided by her was fake and forged.

7- Israr Ullah Khan Zahri, Senator: “Incorrect”. BBA (Agriculture Management) provided by Mr. Israrullah Khan was from the International University of America (London) which as per information contained in the following International directories as well as official website of International University of America/UK is not an accredited University.

1.”Accredited Institutions of Post-Secondary Education”, published by American Council on Higher Education as well as record download from CHEA website.

2. “World List of Universities” published by UNESCO.

3. “International Handbook of Universities” published by UNESCO.

4. “Commonwealth Universities” published by Association of Commonwealth Universities.

Therefore, BBA degree awarded by International University of America, USA/UK being a non-accredited/non chartered University in its country of origin cannot be recognised.

8- Mir Mohabbat Ullah Khan Marri, Senator: “Incorrect”. University of the Punjab, Lahore declared B.A degree of Mr. Mohabat Khan as BOGUS (copy enclosed). The controller of examinations, University of the Punjab, Lahore further informed that tampered record of Mir Mohabat Khan Mari exists in University of the Punjab, he actually never appeared in the first annual examinations 1986 by fraudulently means entry has been made in the record against Roll. No. 33083 which is actually cancelled/blank. The provided copy of degree has not been issued by the University of the Punjab, Lahore, and as such declared fake

9- Rehana Yahya Baloch, Senator: “Incorrect”. University of Sindh, Jamshoro, declared B.A degree of Ms Rehana Baloch as BOGUS. The controller of examinations, University of Sindh, Jamshoro, also informed that “University record reveals that seat No. A/0594 was allotted to Mr Kazim Raza, S/O Manzoor Hussain Syed, and not to Ms Rehana Baloch.

10- Wali Muhammad, Senator: “Incorrect”. The Election Commission of Pakistan vide its notification No. F.2 (II) 2002-coord dated 25-07-2002 published in Gazette of Pakistan recognised 10 Madarsehas Shahadatul Almia. Sanad provided by Mr. Wali Muhammad to the ECP was from the non-recognised Madarsa and therefore his sanad was declared as INVALID.

11- Nawabzada Muhammad Akbar, Senator: “Incorrect”. B.A degree was cancelled by Shah Abdul Latif University, Khairpur on account of fake intermediate certificate.

12- Gulistan Khan, PF-69: “Incorrect”. Shadatul Almia Sanad issued from Dar ul Uloom Mehmoodia Dhandi Azeem Abad Bannu is invalid, as the said madrasah is not recognised by HEC/ECP.

13- Maulvi Obaidullah, PF-61: “Incorrect”. As informed by the University of Sindh, Jamshoro, the degree of Maulvi Obaidullah was Fake.

14- Shumaila Rana, PP-Reserve: “Incorrect”. University of the Punjab, Lahore declared B.A result of Ms Shmaila Rana as BOGUS. (Copy enclosed)

15- Shabina Khan, PP-Reserve: “Incorrect”. Degree of Ms Shabina Riaz was declared fake by the Hajvery University, Lahore.

16- Nawabzada Tariq Magsi, PB-32: “Incorrect”. Shah Abdul Latif University, Khairpur informed HEC that Nawabzada Tariq Magsi obtained BA degree on the basis of BOGUS Intermediate certificate therefore his BA (Pass) degree was held to be invalid.

17- Seemal Kamran, MPA- PP-Reserve: “Incorrect”. In the first instance, she provided a copy of BA degree to the ECP which was declared fake by the University of the Punjab, Lahore, as no record of Seemal Kamran exists for annual examination 1996, and she never appeared in annual examination 1996.

Later on, she provided another copy of BA degree from Shah Abdul Latif University, Khairpur, to the ECP, which was also declared fake by the respective university.

18- Haji Muhammad Omer Gorgaje, MNA, NA-260: Invalid as per HEC record

19- Dewan Syed Ashiq Hussain, NA-153: Degree is fake as per HEC record. (As per ECP claim, this case was cleared by SC)

20- Rana Ejaz Ahmad Noon, PP-209: “Incorrect”. As per rule, affiliated Institute/Madaras cannot issue degree/Sanad. The Degree/Sanad is to be issued by the affiliating institution/Madaras.

Special Assistant, Central Nazim-e-ala Tanzeem-ul-Madaris Ahle Sunnat Pakistan, (Regd) Garhi Shaho, Lahore, has informed the HEC that they have not issued Sanad in favour of Mr Ejaz Ashmad Noon and the name of Tanzeemul Madaris is misused (copy enclosed). Since he obtained Sanad form non-recognised Madrasa, therefore HEC declared his Sanad invalid.

21- Petanber Sewani, PS-Reserve: “Incorrect”. In a letter to the controller of examinations, University of Sindh, Jamshoro, controller of examinations BISE, Hyderabad clarified that the certificates of Matric 1970 and Intermediate 1974 pertaining to Pitamber Siwani were obtained fraudulently. According to record, candidate Washdav, s/o Arjan Das Sewani, passed Class-X Examination 1970 and Class-XII Annual Examination 1974 and not Pitamber Siwani. The controller of examinations, BISE Hyderabad, also brought a record of the case and explained position to the committee constituted by the ECP in presence of the honourable member. The controller of examinations, University of Sindh, Jamshoro, was also present during the hearing. As per record produced by the controller of examinations BISE pertained to Washdav as such, degree provided by Mr Petanber Sewani was declared invalid.

22- Wasim Afzal Gondal, PP-119: “Degree is fake as per HEC record.”

23- Nawabzada Mir Nadir Magsi, PS-40: “Incorrect”. (Degree is invalid as per HEC record) Bachelor of Science, Agriculture, provided by Mr Nawabzada Mir Nadir Magsi was from the Strassford University, USA, which as per information contained in the following International directories is not accredited University.

1.”Accredited Institutions of Post-Secondary Education” published by American Council on Higher Education as well as record download from CHEA website.

2. “World List of Universities” published by UNESCO.

3. “International Handbook of Universities” published by UNESCO.

4. “Commonwealth Universities” published by Association of Commonwealth Universities.

Therefore, Bachelor of Science, Agriculture degree, awarded by Strassford University, USA, being a non-accredited/non chartered university in its country of origin cannot be recognised. The ECP was informed of the position on 04-03-2011(copy enclosed).

Though the ECP has cleared degrees in some cases but in many cases the ECP declared degree fake but did not proceed against the fake-degree holder on the grounds such as MP was re-elected, MP resigned, MP brought witnesses from university that his/her degree is genuine. All this was done in extremely mysterious circumstances and now the cat is out of the bag after an institution like the HEC has given details of each and every case.
