A division bench of the IHC comprising Chief Justice Anwar Kasi and Justice Shaukat Siddiqui, upholding objections of the Registrar Office, rejected the plea.
The ruling said that neither basic rights of the applicant were violated nor was he an affected party in the matter.
The ruling further said that the accused himself had not objected to the special court.
