LALA MUSA: Information Minister Qamar Zaman Kaira Saturday said that no institution other than the Parliament is competent to undertake legislation and nowhere in the Constitution it was laid down that a separate mandate would have to be sought for introducing amendments.
Talking to media persons here, the Information Minister said everybody honours the judiciary but the public representatives should also be respected.
He said even the laws whose implementation is ensured by the judiciary were enacted by the Parliament.
"A mistake of an individual should not be seen as a mistake of an entire institution," Kaira said, asking whether 'the (SC) building' was razed following the judicial murder of (Zulfiqar Ali) Bhutto.
He said while it is a fact that democracy remains incomplete in the absence of an independent judiciary, it should also not be ignored that nothing remains without the presence of democratic institutions.
